Council of the European Union Transport, Telecommunications and Energy Council (and 04/12). *Transport: - Market access and social aspects of the road transport sector: general approach on proposals for new rules on driving time, tachograph localisation, posting of drivers from other Member States, cabotage and establishment of road hauliers. - General approach on the draft directive on the promotion of combined transport. - General approach on the proposal concerning road infrastructure safety management - Partial general guidance on the proposal for a European Interconnection Mechanism (EIM) - General approach on the Directive establishing a single European maritime window and the Directive on minimum training of seafarers. - Adoption of a progress report on rationalisation measures for the realisation of the trans-European transport network (TEN-T). - Progress of work on: the end of seasonal time changes, updating of rail passenger rights.

  • Brussels. European Parliament. Commission activities (through 06/12). - ECON: vote on the reports by Paul Tang and Dariusz Rosati on the taxation of the digital sector. - LIBE: vote on reports on: rules to facilitate the use of financial and other information for the prevention and detection of certain criminal offences; humanitarian visas; visa code; European identity card, protection of personal data in the context of European elections; protection of the EU budget in the event of widespread deficiencies in respect for the rule of law. - EMPL: vote on the report on the European Social Fund + (ESF+). - REGI: vote on the report on the European Territorial Cooperation Objective (Interreg). - CONT: hearing with certain decentralised agencies in the context of the 2017 discharge procedure. - LAW: Hearing on the role of digitisation in the promotion/protection of human rights and human rights defenders. - SEDE: discussions on the European Peace Facility, the situation in the Sea of Azov and the Kerch Strait, Russia's influence in south-eastern Europe.

Council of the European Union Transport, Telecommunications and Energy Council. *Telecommunications: - Partial general approach on a proposal for an EU funding programme for a digital Europe. - Progress on the establishment of a European Cybersecurity Competence Centre and a corresponding network of national coordination centres. - Progress on the proposal to update privacy rules in electronic communications (reuse of public sector information, implementation of the .eu top-level domain, cybersecurity regulation. - Adoption of the European Code for Electronic Communications and the revised terms of reference for the Body of European Regulators for Electronic Communications (BEREC).

Council of the European Union Economic and Financial Affairs Council. - Taxation: exchange of views on the tax on digital services to reach political agreement on the proposed Directive. - Anti-money laundering: adoption without debate of findings establishing an action plan to combat money laundering. - Banking Union: update on risk reduction in the banking sector and on the proposal for a European deposit insurance system; update on the action plan to combat non-performing loans. - European Semester 2019: update on the current financial year of the European Semester for 2019, based on a presentation by the Commission of the package presented on 21 November. - Decision to remove Andorra and San Marino from the EU's 'grey list'. - Formal adoption of the four 'quick fix' VAT solutions.
