According to information received on Friday 19 October, the presentation at the European Parliament’s committee on agriculture of drafts from rapporteurs on the legislative proposals relating to common agricultural policy (CAP) post-2020 will take place on 21 November.
The European Parliament rapporteurs are Esther Herranz Garcia (EPP, Spain) on the strategic plans for CAP, Eric Andrieu (S&D, France) on the common market organisation (vine especially) and Ulrike Müller (ALDE, Germany) with regards the so-called “horizontal regulation”. The deadline for members of the parliamentary committee to submit amendments to these reports is expected to be 3 December.
At best, the EP agriculture committee may vote on the reports mid-February 2019. Scrutiny and voting on the reports relating to the future CAP could be during the March plenary session, or that in April.
Some MEPs do not want the current Parliament to take too hasty a stance on legislation for the next CAP, considering it would be rather up to the next assembly to take a position on the matter and to negotiate a political agreement with the Council of 27 (see EUROPE 12106, 12105).
