Advocate General recommends limit on restrictions to free provision of services between member states

In his Opinion delivered on Tuesday 8 May in Case C-33/17, the Advocate General to the European Court of Justice (ECJ), Nils Wahl, held that national legislation requiring a recipient of services to provide security in order to secure a fine that might be imposed on a service provider established in another Member State for breach of a provision of national labour legislation is contrary to EU law.
