Parliamentary Assembly of Council of Europe wants framework for declaring state of emergency

On Tuesday 24 April, the Parliamentary Assembly of the Council of Europe (PACE) approved, by a considerable majority, a resolution on declaring a state of emergency by means of the derogation to article 15 of the European Convention on Human Rights.
