Parliamentary Assembly of Council of Europe wants framework for declaring state of emergency

On Tuesday 24 April, the Parliamentary Assembly of the Council of Europe (PACE) approved, by a considerable majority, a resolution on declaring a state of emergency by means of the derogation to article 15 of the European Convention on Human Rights.

Three member states have done this in recent years: Ukraine and France in 2015 and Turkey in 2016. Each time, it has been done under conditions that have been of concern to the Assembly, as explained in the report defended by Raphaël Comte...
