Tackling non-cash payment instrument fraud and criterion of intention to commit an offence at heart of Council discussions

Work at the Council of the EU is continuing and speeding up on the draft directive on the fight against fraud and non-cash payment alternative instruments (see EUROPE 11865). In a document dated 14 February, the Bulgarian Presidency of the Council of the EU referred to the good progress made but indicated that one question was still the subject of a number of differences: the criterion on the intention to commit an offence.
