Public consultation on European Employment Agency and Social Security Number

On Monday 27 November, the European Commission launched an eagerly awaited public consultation on the creation of the European Employment Authority and social security number.

It should be pointed out that the President of the European Commission, Jean-Claude Juncker, announced that European Employment Authority would be set up in 2018. He made this announcement during his mid-September speech on the state of the Union (see EUROPE 11861), as a means of improving the fight against fraud and providing more effective labour market monitoring.

The Social Security number was announced as part of European Commission’s work programme for 2018. Its aim is to simplify and modernise procedures between citizens and the authorities. The adoption of these two proposals is planned for the second half of 2018.

The European Commission is seeking to identify the barriers to cooperation between the national authorities in the cross-border transport domain, as well as the lack of transparency when accessing information and seeking to specifically define the authority’s role. Similarly, with regard to the Social Security number, it is also seeking to understand the difficulties currently encountered with regard to the fragmentation of the Social Security Systems and to clarify the impact created by the introduction of this European Social Security number.

European Parliament is waiting. These two projects are much awaited at the European Parliament. The French social democrat MEP, Guillaume Balas, mentioned these two projects in his report on the regulation on coordinating social security systems, about which we previously reported (see EUROPE 11909) and will be presented at the employment and social affairs committee (EMPL) tomorrow.

Another consultation on access to social protection. Following the adoption of the pillar of social rights (see EUROPE 11910), the European Commission is moving forward and has launched a number of different areas of action in the social arena. Last week, the Commission launched a public consultation to decide on possible European action to improve universal access for all kinds of employment to social protection, particularly the self-employed. (Original version in French by Pascal Hansens)
