On Monday 24 July, the European Banking Authority (EBA) launched a public consultation on its planned regulatory and implementing technical standards for the electronic central information register in the framework of the revised 'Payment Services' directive (PSD2).
The register, to be managed by the EBA, will include information on payment and electronic currency establishments, account information service providers and their agents and branches authorised or registered in member states.
The envisaged technical standards lay down requirements for access to the register, the validation of data, the display of search results and the management and maintenance of the register by the EBA. More specifically, it sets out a technological solution for the competent authorities to supply the EBA with information, combining manual entry and automation transmission of information.
“The register aims at ensuring transparency of the operation of these institutions in the EU, enhancing cooperation between the competent authorities in the member states and ensuring a high level of consumer protection”, the Authority states in a press release.
Stakeholders are invited to submit their comments online by 18 September. A public hearing on the register will be held in the EBA's London headquarters on 4 September. (Original version in French by Marion Fontana)
