On Thursday 18 May, the European Commission published its 2016 annual report on application of fundamental rights, concluding that recent developments present serious threats to fundamental rights. Last year saw the Commission launch an unprecedented rule of law proceeding against Poland over its controversial reforms introduced at the end of 2015.
