  • Ottawa (Canada). The European Commission (until 03/05). Commissioner Phil Hogan will be visiting Canada with a delegation of 60 business representatives on a European trade mission.

Wednesday 3 May

  • Valletta (Malta). Council of the EU. Meeting of competitiveness (research) ministers. Informal talks on EuroMed cooperation on research ahead of a ministerial conference the following day. – Convergence in innovation: open discussion about reducing the current gap between member states on matters of innovation.
  • Brussels. Council of the EU. COREPER I and II.
  • Brussels. The European Commission. Weekly meeting of the College of Commissioners. – Commission seminar in preparation of the reflection document on making the most of globalisation by 2025 (the White Paper Process). – Recommendations by the Commission for Article 50 negotiation directives – Global Strategy: renewed partnership with Africa. – Report on visa reciprocity: potential suspension of the visa exemption for the United States. – Situation vis-à-vis temporary internal controls in the Schengen Area. – Third report on operational startup of European Coastguard and Border Guard Corps. – REFIT review of regulation on European market infrastructure (EMIR) and a Communication on this topic.

Committee work (until 04/05). – Committees: Rapporteur general for the EU budget for 2017 Siegfried Muresan will meet representatives of various committees to hear their priorities for the 2018 budget. – ENVI: structured dialogue with Health and Food Safety Commissioner Vytenis Andriukaitis. – DROI-INTA: Hearing on human rights issued in talks on new trade agreements with non-EU countries (companies social liability, human rights, work of the UN working group on legally binding instruments for multinationals). – AFET-SEDE: debate with NATO secretary general Jens Stoltenberg on EU-NATO strategic cooperation. – JURI: launch of a public consultation until 31/05 on civil law rules on robotics. – PANA: discussion with Guillaume Long, Ecuador’s foreign minister. – ECON: discussion with Jacques de Larosière about future proposals on the examination of European surveillance authorities; reducing financial risks (CRD-CRR package); public hearing on ACCIS; VAT on newspapers and periodicals.
  • Luxembourg. European Court of Justice. * European General Court: #Ruling T-531/14 (Sotiropoulou et al./Council – possibility for Greek citizens to demand compensation from the EU for reduction in their retirement pensions).

Thursday 4 May

  • Valletta (Malta). Ministerial conference on research and innovation attended by research ministers from EU and its neighbours in the Mediterranean.
  • Brussels. Council of the EU. Council of ACP-EU ministers (also 05/05). – Implementation of the Sustainable Development Programme for 2030. – Migration: results of meeting of high-ranking officials in Valletta: implementation of the Valletta Action Plan; Emergency fiduciary fund for Africa implemented by the EU. – Economic issues: cooperation for financing development; development of the private sector, cooperation on matters of trade.
  • Brussels. European Parliament. Committee work. PANA: Hearing with Economic and Financial Affairs Commissioner Pierre Moscovici.
  • Luxembourg. * European Court of Justice. #Rulings: - C-17/16 (El Dakkak and Intercontinental – Application in international transit zones of EU airports of duty to declare any cash above €10,000); - C-315/15 (Peskova and Peska – Is a plane’s collision with a bird a special circumstance that relieves airlines from the obligation to compensate passengers for serious flight delays?); - C-339/15 (Vanderborght - compatibility with EU law of a general and absolute ban on advertising for the provision of care of the mouth). #Conclusions: - C-566/15 (Erzberger – compatibility with EU law of the German codetermination law); - C-18/16 (K. – possibility of detaining an asylum-seeker to verify his identity and nationality in the event of a risk of the individual taking flight)
