General Affairs Council. – Discussion about draft conclusions document for European Summit of 9-10/03. – Council’s contributions to European Semester 2017. – Examination of draft recommendation on Eurozone’s economic policy, to be submitted to the European Summit. – Progress in implementing interinstitutional agreement - Better Regulation.
  • Luxembourg.  * European Court of Justice. #Rulings: - C-638/16 PPU (X and X – Obligation for member states to grant a humanitarian visa to people wishing to arrive in their country to seek asylum);   - C-390/15 (RPO – Possibility of applying reduced-rate VAT to e-books and periodicals). #Conclusions: C-589/15 P (Anagnostakis/Commission – Commission’s refusal to register planned Citizens’ Initiative to allow cancellation of Greece’s public debt); - C-621/15  (W et al. – Can an illness be considered to have been caused by a vaccine simply on the basis of serious, detailed and concordant assumptions although medical research has not established a connection between the vaccine and the illness?). * European General Court: #Ruling T-194/13 (United Parce Service/Commission – Request for cancellation of Commission decision rejecting meger between UPS and TNT for for the delivery of newspapers and parcels).

  • Luxembourg.  * European Court of Justice. #Ruling: C-321/15 (ArcelorMittal Rodange and Schifflange – Can a member state demand the recovery without compensation of a company’s unused greenhouse gas emissions quotas?). 

Thursday 9 March

European Summit (also 10/03). – Economy: jobs, growth, competitiveness (situation in EU, trade policy, strategy for the Single Market and the European Semester 2017). – Migration: implementation of decisions on Mediterranean route. – Security and defence: progress in implementing conclusions on defence from the European Summit of December 2016. – discussion with the new president of the European Parliament, Antonio Tajani. – Foreign relations: situation in the Western Balkans. – Election of president of the European Council for period running from 1 June 2017 to 30 November 2019. – European Prosecutor: European Summit will note lack of consensus on this subject.
  • Brussels. European Parliament. Committee work. – FEMM : interparliamentary meeting about best practices for making women economically autonomous
  • Luxembourg.  * European Court of Justice. #Rulings: - C-398/15 (Manni – Right for personal data to be removed from company register); - Combined cases C-484/15 (Zulfikarpasic) and C-551/15 Pula Parking  - Can Croatian notaries be given powers such that their implementation rulings must be recognised and carried out in other member states?); - C-615/15 P (Samsung SDI et al./Commission – Request to cancel fines in Samsung SDI and Samsung SDI (Malaysia) for involvement in cartel for tubes for televisions and computer screens).

Friday 10 March

  • Brussels. European Summit. Informal meeting of 27 heads of state (all bar the United Kingdom) to prepare for the sixtieth anniversary of the Treaties of Rome and a policy discussion on the EU’s future.
