18-month extension of anti-dumping and anti-subsidies measures targeting Chinese solar panels and cells

On Wednesday 1 March, the European Commission decided to extend anti-dumping and anti-subsidy measures by a further 18 months to target imports of solar cells and panels from China. A source close to the Commission dossier indicated that an interim review would also be opened to help to gradually reduce the level of the measures in line with cost reductions in the solar industry.

Our source explained that, “Together, the prolongation of the measures and the revision of their level will result in a gradual phase-out of the current regime”.

The Commission argues that, “This approach balances our legitimate right to protect our industry from unfair competition from dumped or subsidised imports, with the need to consider other companies that rely on these imports to develop their final products and employ thousands of people. The essential role of solar energy for reaching our environmental and climate goals is also an important factor”.

The decision follows a constructive discussion with Member States in the Appeals Committee meeting of 17 February, and the EU Court ruling on Tuesday 28 February (see EUROPE 11735) upholding the validity of the measures in place.  (Original version in French by Emmanuel Hagry)
