Monday 30 January

  • Brussels. European Parliament. Activities of the committees (to 02/02). - ECON-EMPL-BUDG: inter-parliamentary meetings with members of the national parliaments on the political priorities of the European Semester on various dossiers (and 31/01). – LIBE: debate on the violation of Europol data in the anti-terrorism investigation dossiers with the Director of Europol and examination of the Amnesty International report on violations of the rights of refugees and migrants in Italy, with representatives of the Association and the Italian government. – CONT: execution of the 2015 budget of the EEAS and of the European Parliament with Federica Mogherini and the Secretary General of Parliament. – JURI: hearing on the application of the Treaty of Marrakesh on facilitating the access of the vision-impaired to published works. ENVI: hearing on the role of land-use and the forestry sector towards meeting the EU's 2030 emissions reduction targets.

Tuesday 31 January

  • Brussels. European Parliament. Activities of the committees. – AFCO: meeting with representatives of the outgoing Slovak Presidency and the incoming Maltese Presidency of the EU. – AFET: public hearing on the gas pipeline North Stream 2 and its geopolitical implications.
  • Luxembourg. * Court of Justice of the EU. #Judgements: C-573/14 (Lounani – denial of refugee status to a person who had previously been involved in a terrorist organisation, but did not commit or instigate any terrorist acts). 

Wednesday 1 February

  • Brussels. European Parliament. Plenary session (and 02/02). *Debates: #Statements of the Commission: - State of the Energy Union. - Situation in South Sudan. - Rule of law crisis in DRC and Gabon. – Zero tolerance towards female genital mutilation. #Discussion of reports: – Stabilisation mechanism for bananas in the EU/Colombia and Peru trade agreement (report by de Sarnez – INTA); - Sustainable management of external fishing fleets (Engström – PECH); - Low-risk organic pesticides (ENVI - OQ to the Commission); - implementation of Erasmus + (Zver – CULT). #Presentation of the report: an integrated approach to sports policy (Takkula – CULT).
  • Brussels. European Commission. Weekly meeting of the College Commissioners. – Preparations for the informal summit of heads of state or government. – Guideline debate on "Comitology procedures" (more democracy in these procedures for the adoption of delegated acts or implementation). – Second report on the state of the Energy Union.
  • Brussels. Council Ministers. Coreper I and II.
  • Luxembourg. * General Court of the EU: #Judgements: - T-479/14 (Kendrion/UE – payment by the EU of €13 million in damages to a company that believes that it has suffered harm due to the excessive amount of time taken by proceedings before the General Court of the EU); - T/725/14 (Aalberts Industries/UE – payment of €6 million in damages to a company 6 that believes that it has suffered harm due to the excessive amount of time taken by proceedings before the General Court of the EU).

Thursday 2 February

  • Brussels. European Parliament. Plenary session. *Debates: #Reports: - Third countries whose nationals are subject to these requirements and those whose nationals are exempted from these (Gabriel – LIBE); - Cross-border aspects of adoptions (Zwiefka – JURI). *Votes on the two reports of that day and those debated the day before).
  • Luxembourg. * Court of Justice of the EU. #Conclusions: C-102/16 (Vaditrans – possibility of fining a driver who took the normal weekly rest time on board the lorry). 

Friday 3 February

  • Valetta (Malta). European Council. Informal meeting of the heads of state or government of the EU. – Migration: external dimension (Central Mediterranean route). – Preparations for the 60th anniversary of the Treaty of Rome (reflection on the future of the EU post-Brexit).
  • Luxembourg. *General Court of the EU: #Judgement: T-646/13 (citizens' initiative Minority SafePack-Commission – cancellation of the Commission's refusal to register the citizens' initiative Minority SafePack on the protection of national and linguistic minorities).
