This year, the European Union is expected to mobilise more than €60 million to support, coordinate or complement member states’ public health measures, reveals an implementation decision laying down the budget, priorities and measures for 2017 for health, published on Thursday 26 January.
The implementation decision stipules that €60,404,085 will be available for putting the healthcare priorities into action in 2017. EU Regulation 282/2014 sets four targets for the programme: (1) encouraging healthy lifestyles; (2) fighting serious cross-border threats to health; (3) contributing to innovative, effective and viable healthcare systems; and (4) improving access to better quality and safer healthcare.
The document says that €38.8 million will be available for subsidies (the direct management system), be it subsidies for projects, action co-financed with member states’ authorities, support for NGOs or direct subsidy agreements with international organisations. The European Commission will issue a call for tender in 2017 for four-year partnership framework-agreements (PFA) for 2018, 2019, 2020 and 2021 for the following priority domains: prevention health determinants, chronic diseases, cancer, dementia, rare diseases, fighting HIV/AIDS, tuberculosis, hepatitis, substances of human origin and access to healthcare.
The overall budget for markets in 2017 is €14,341,585. The budget reserved for prices is €60,000. The overall budget for other action in 2017 is €7,152,500. ‘Other action’ includes contributions paid by the EU to bodies of which it is a member, administrative agreements with the Joint Research Centre, inspections of the medicines system and special payments for experts attending meetings and involved in work on scientific opinions and advice on health systems.
