The  European Commission wants the EU to be prepared for what it sees as the unlikely eventuality of the failure of central clearing houses (CCP).

CCPs serve as the link between two parties to a transaction (sales of bonds, shares, derivatives, raw materials). They aim to ensure that the transaction runs smoothly even if one of the parties defaults, and are therefore connected to all financial institutions active on the related markets.
