Investment in energy in Africa will be the first area of intervention of the external investment plan, with an envelope of €44 billion, which the EU has adopted for Africa and the countries of the neighbourhood (see EUROPE 11624). The EU's High Representative for Foreign Affairs and Security Policy, Federica Mogherini, made the announcement in Brussels on Monday 28 November, at a ministerial session she was chairing.
