Monday 21 November

Education, Youth, Culture and Sport Council (and 22/11). *Youth: - Conclusions on promoting new approaches to socio-educational activities; the role of youth people in the EU. *Education: - Skills: Resolution on a new strategy on skills and recommendation on setting in place a skills guarantee for low-qualified adults to help them into the workplace; - Radicalisation: conclusions on preventing radicalisation leading to extremism; - Discussion on ways to unlock the potential of young people and develop their talents.
  • Strasbourg. European Parliament. Plenary session (to 24/11). *Debates: - 2015 report of the ECB with Mario Draghi (Tremosa i Balcels – ECON); - EU action plan to tackle trafficking in wildlife (Bearder – ENVI). *Presentation of reports: - Strategic communication to tackle anti-EU propaganda by third countries (Fotyga - AFET); - European Defence Union (Paet – AFET); - Passenger transport by water (Taylor – TRAN); - Improving the effectiveness of development cooperation (Preda – DEVE).
  • Strasbourg. European Parliament. Activities of the committees (to 24/11). – AGRI, ENVI, ITRE: discussion with Commissioner Hogan (Agriculture) on the EU’s forestry strategy. – CULT: debate on amendments to the directive on audiovisual media.

Tuesday 22 November

  • Brussels. Council of Ministers. Education, Youth, Culture and Sport Council. *Culture: - Single market for audiovisual service: stock-take on the draft directive on the audiovisual media (adapting to changes brought in by new technologies and new business models); - Decision to introduce a European Year of Cultural Heritage; - Decision on extending the Capitals of Culture to Norway, Iceland and Liechtenstein. *Sport: - conclusions on the development of sports diplomacy and collaboration between the authorities and sporting movements to make better use of sport as a foreign policy instrument to disseminate European values.

Weekly meeting of the College of Commissioners. - European consensus on development. - Sustainable development objectives: next steps for a sustainable future in the EU (EU Action for Sustainability). - Towards a new partnership between the EU and ACP post-2020. - Resolution on the counterpart regulation. - Capital Markets Union: Corporate Insolvency II. - Single market strategy: helping SMEs and start-ups to grow.

Thursday 24 November
