General Affairs Council (also 18/10). – Syria: adoption of a conclusions document based on assessment of changes in the situation on the ground; - EU’s Global Strategy: adoption of a conclusions document on implementation; - Migration: examining changes in the situation and action to be carried out; - DRC: adoption of a conclusions document expected due to delays in organising elections; - EU/Tunisia: discussion about future relations based on common statement by the European Commission and the High Representative on boosting support for the country
  • Luxembourg. Council of Ministers.  Environment Council. – Climate: debate on draft regulations on reducing emissions by the member states and use of land and land-use changes and forestry. – Water: adoption of a conclusions document on sustainable water management ahead of drawing up an EU policy for water. – Biodiversity: adopting a conclusions document ahead of Cancun summit in December of parties to the biodiversity convention

Tuesday 18 October

Wednesday 19 October

  • Brussels. European Commission.  Weekly meeting of College of Commissioners. - Preparing for the  European summit. – Partnership framework on migration – first stage report; - Communication ‘Towards a robust trade policy for the European Union in the interest of jobs and growth.’

  • Luxembourg. * European Court of Justice. #Rulings: - C-582/14 (Breyer – Option for website manager to keep visitors’ personal data to protect against cyberattacks); - C-148/15 (Deutsche Parkinson Vereinigung – Whether German uniform price system for prescription-only medicine complies with EU law). #Conclusions:  C-562/15 (Carrefour Hypermarchés – Legality of advertising comparing prices with other shops for products of a different format or size).

Thursday 20 October

  • Brussels. European summit (also 21/10). – Migration: protection of external borders, fighting immigration via central Mediterranean route, implementing agreement with Turkey and aid for transit countries on Western Balkans route. – Trade: debate about trade issues generally, protecting the EU’s social, environmental and consumer rules, fighting abusive trading practices and boosting protection instruments, state of play for deals being concluded (CETA) or negotiated (TTIP); - Relations with Russia (Syria, Ukraine); - Miscellaneous: ratification and implementation of Paris Climate Agreement, implementing single market strategies (digital single market, Energy Union and single market agenda, reform of telecoms and copyright rules, completing Capital Markets Union), negotiating position for new proposals for European Fund for Strategic Investments).
  • Luxembourg. * European Court of Justice. #Conclusions: C-413/14 P (Intel Corp/Commission – request for cancellation of €1.06 billion fine on Intel for abusing its dominant position).
