Brussels, 18/07/2016 (Agence Europe) - The European foreign affairs ministers believe that “only a credible and accountable electoral process will ensure the necessary legitimacy for the elected leadership” in Somalia. The Council of the EU also urges the Somali leaders to make progress on implementing this electoral process and on agreeing a credible timetable in line with the constitution.
“The electoral process must mark a clear change in scope from the one that took place in 2012 and be more inclusive and transparent. It must also mark a step on the path to a democratic, united and stable Somalia, at both central and regional level with the objective of conducting free, one-person-one vote elections in 2020”, the Council states in unanimous conclusions, adopted without debate on the sidelines of the foreign affairs ministers' meeting in Brussels on Monday 18 July.
The EU reaffirms its commitment and readiness to continue its support to Somalia throughout the whole electoral process. The polls must be transparent and take place within the highest possible degree of security provided by Somalia's own armed forces and police, and the troops of the African Union Mission to Somalia (AMISOM).
Stating that the role of women in political reconstruction and development is internationally recognised, the Council underlines the importance of promoting greater female representation in the political process. It also highlights the importance of finalising the constitutional review process with a clear timeline, of establishing effective Somali security and defence forces, of strengthening the rule of law and the stabilisation efforts, and of consolidating the administrative structure of the Somali state.
The Council strongly condemns the attacks perpetrated by the terrorist group al-Shabaab, and expresses its continued concerns with the threat al-Shabaab represents for the peace and stability of Somalia and the region. (Original version in French by Aminata Niang)
