09/09/2015 (Agence Europe) - Four T&E proposals to improve rail legislation. Transport & Environment (T&E), an organisation representing around 40 entities involved in the rise of clean transport in Europe, has published a four-stage roadmap for improving rail transport in Europe. According to T&E, it is important firstly to ensure that the law sets precise goals so as to guarantee effective implementation. Secondly, the implementing measures should be written by independent experts and not come from industrial lobby groups. Thirdly, it would be preferable to adopt a regulation rather than a directive, as a directive involves 28 national transpositions that are likely to increase fragmentation of the single market. Lastly, T&E proposes integrating the goals and tools required to achieve them in the same legislative package. (PH)
