02/09/2015 (Agence Europe) - Serbia is quickest Energy Community country to transpose third package. Speaking to the Serbian Parliament on Tuesday 1 September, the director of the Energy Community secretariat, Janez Kopac, congratulated Serbia on its work on implementing the energy acquis - which had made Serbia the quickest of the Energy Community countries to transpose the third liberalisation package. Kopac nevertheless called on Serbia to maintain its pace for full implementation of the third package in 2016 - including the adoption of secondary legislation in the gas sector, cross-border trade in electricity, and especially functional unbundling. Kopac also called for the creation of a power exchange in Serbia in order to foster the development of the electricity market in the Balkans. In addition, he called on Belgrade to transpose the directive on fuel quality fully and to implement it “as soon as possible” - especially as regards the requirements for a low concentration of sulphur.
