Sapin hopes to see draft FTT overview in July

Luxembourg, 19/06/2015 (Agence Europe) - French finance minster Michel Sapin predicts that Austria will issue in July a “communication on the progress of discussions on the FTT framework”. The eleven member states who met to discuss tax issues reportedly had a “constructive” meeting on Thursday 18 June. Sapin hopes that in July, they will really have an outline that can be used to draw up the technical side of the agreement. He said the outline should cover intra-day trading, market-making and the differentiated tax base for derivatives. A close source says that when it comes to scope of application, the question of sovereign bond derivatives is in suspense and the source expects them to be exempt from the FTT. The overview is also said to cover territoriality (residence and issuing principles and the like), at which point the tax should be applied, whether transactions should be taxed net or gross, whether market-makers should be exempt, and how to deal with daily trades. The Commission says that the member states are moving closer to agreement on the central aspects of the FTT. (Elodie Lamer)
