Brussels, 11/06/2015 (Agence Europe) - Inter-institutional negotiations on limiting the emissions of certain pollutants by medium-sized energy plants have moved forward slightly but have not yet been conclusive. A second and third meeting of negotiators from the European Parliament, Council and Commission on the draft proposal on this subject will take place on 23 June.
Giovanni La Via (EPP, Italy), the president of the European Parliament's Environment Committee announced this news on Monday 8 June in Strasbourg in his report to members of the committee on the limited progress made during the second negotiating meeting on 2 June (see EUROPE 11310 and 11220).
He stated: “The negotiators had a constructive second informal trialogue meeting. They reached a provisional agreement on the extension of the scope of the text to cover the monitoring of carbon monoxide but major divergences still persist”.
Technical work is therefore expected to continue in an attempt to bring the positions of the European Parliament and Council closer together on the text of the “Pure air in Europe” package. In its original version, presented in December 2013, the draft directive sought to limit fine particles, sulphur dioxide and nitrogen oxide (NOx) in medium-size energy plants, such as electricity plants and heating systems for domestic, residential or industrial use.
