Brussels, 09/10/2014 (Agence Europe) - Albania is going to have to make considerable efforts to tackle implementation of the priorities set out for opening its EU accession negotiations, the European Commission announced in its progress report on 8 October.
While progress has already been made, Tirana will have to continue its efforts - particularly when it comes to reform of the public administration (in order to improve its professionalism and depoliticisation), and when it comes to judicial reform (in order to strengthen its independence, its effectiveness and its responsibility). Albania will also have to work on its fight against corruption and its fight against organised crime, and to take effective measures to strengthen its protection of human rights and fundamental rights. The Commission regrets that the Albanian government has not succeeded in taking measures on the priorities that have been identified as regards the freedom of expression and the media. “As regards democracy and the rule of law, it is essential to build on recent achievements and consolidate the reform momentum”, the Commission states.
Albania should continue its economic reforms aiming to increase competitiveness and the fight against its high unemployment. It should also deal with its high level of informal economy and improve its business environment.
In the face of a tense political climate, the Commission stresses the need for better collaboration between the government and opposition. “A more constructive political dialogue will be needed for the reforms to be sustainable”, the Commission states, adding that this dialogue should be founded on the basis of compromise at the parliament. The Commission says that these remain important elements for a successful reform process.
The Council decided to grant Albania candidate status in June 2014, in recognition of the reform measures Albania had taken (see EUROPE 11107). (CG)
