Security, humanitarian aid, political process - EU remains mobilised

Brussels, 20/01/2014 (Agence Europe) - Insecurity and extreme instability in the Central African Republic, the risks of the conflict spreading to the rest of the region, violations of human rights and the gravity of the humanitarian situation affecting the entire population have led to considerable concern among the home affairs ministers of the EU, meeting in Brussels on Monday 20 January. The conclusions adopted by the Council welcomed the political agreement on a CSDP military operation in Bangui to help to protect people under threat and create conditions conducive to the provision of humanitarian aid, and welcome the results of the EU-UN humanitarian conference held the same day in Brussels (see other articles). The EU calls on all parties involved in the violence to cease the attacks and exactions against the population and firmly condemns impunity. The EU calls on the international community to continue to mobilise in favour of the CAR, particularly at the conference of the donors in Addis Ababa on 1 February, to increase support for MISCA. It calls on the countries of the region (ECCAS) and the African Union to continue to facilitate the political process and states that it is prepared to support the preparation and organisation of the general elections scheduled for early 2015, following transition. The Council stresses the importance the EU attaches to political dialogue and national reconciliation. The EU undertakes to start looking into ways of supporting the rule of law and reform of security and plans to resume its development cooperation projects as soon as security conditions permit, in order to help with the reconstrution of the country.
