Brussels, 24/09/2013 (Agence Europe) - Derek Vaughan (S&D, United Kingdom) is preparing an own-initiative report on the ability of member states to more efficiently implement cohesion policy programmes for the 2014-2020 cycle. On Monday 23 September, he presented a Parliamentary committee document on regional development to help further develop this debate and called on active stakeholders in Britain and Austria to provide an insight into this subject, which has already been implemented in their countries. He pointed out that once reform of cohesion policy and the common strategic framework are adopted, member states would then have to more swiftly put into place programmes that are financed through structural funds. Member states are not currently moving forward at the same pace and while some of them are very advanced and ready to present partnership agreements to the Commission, others are lagging behind. Vaughn indicated that the work document raises more questions than it does answers, but that it aimed to encourage member states and the regional authorities to learn lessons from past failures and successes during the programming period that is currently coming to an end. He highlighted the impact of administrative organisation in member states on making progress during the preparatory phase of the next cohesion policy, as well as the need for dialogue between the regional authorities and actors on the ground (on partnership agreements, simplification of procedures, thematic concentration and conditionality).
