Brussels, 07/05/2013 (Agence Europe) - A second round of voting on whether to withhold more than 900 carbon permits from the oversupplied Emissions Trading Scheme (ETS) has been announced for 19 July in parliamentary committee, with a view to a plenary vote in July, it was announced on Twitter on Tuesday 7 May by the chairman of the parliamentary environment committee (ENVI), Matthias Groote (S&D, Germany). This was decided by group coordinators after initial rejection of the Commission proposal during the April plenary session (334 votes to 315, with 63 abstentions - see EUROPE 10828), so that it might be referred to committee. The backloading, or quota freeze, which was initially aborted, aims to increase the price of carbon per tonne as the price has been stagnating at less than about €10, when three times this amount was expected.
