Brussels, 16/11/2012 (Agence Europe) - The General Affairs Council will result in a fourth partial general approach on the last two frameworks linked to reform of cohesion policy, on Tuesday 20 November (see EUROPE 10731). The common strategic framework and financial management were reputed to be the most sensitive but consensus already seems to have been obtained on one of them. The second will perhaps require some reshuffling, on Tuesday. Nonetheless, a number of preambles or other elements of detail linked to territorial cooperation and the European Social Fund will not yet be covered by the guidelines. Nonetheless, as the institutions have expressed the wish to complete talks on the legislative package by the end of the year, it is likely that the last elements will find an outlet in the near future, possibly during the General Affairs Council in December. A point outstanding in the chapter on financial management concerns the automatic nature of financial correction procedure. Some member states, including the Friends of Cohesion, would like rules on this to be eased. Other delegations, the net contributors to be more precise, as well as the European Commission, would prefer to keep the current modus operandi. The other, more controversial issue, concerns the reimbursement of intermediary payments. The 90% recommended in this respect could be subject to modification. (MD/transl.jl)
