Brussels, 06/11/2012 (Agence Europe) - On Tuesday 6 November, the European Union announced the launch of the second phase of the European Partnership for the Peaceful Settlement of the Conflict over Nagorno-Karabakh (EPNK). This civil society programme aims to promote dynamic dialogue between policy-makers, the media, civil society and groups affected by the conflict - on both sides. No announcement has been made on the cost of this three-year programme. The programme's activities aim to encourage the active involvement of civil society in dialogue with policy-makers - at national and international levels - on the transformation of the conflict over Nagorno-Karabakh between Armenia and Azerbaijan, and to promote fresh analysis and ideas that challenge the current speech on the conflict - with visions of the future oriented towards peace. The broadening of participation in the peace initiatives, with particular attention given to marginalised groups, and the strengthening of confidence between all parties to the conflict through increased people-to-people contact are expected. The first phase - from June 2010 to December 2011 - focused on media initiatives, on strengthening the capacity of groups affected by the conflict to engage in conflict-resolution processes, and on facilitating an inclusive and effective public policy environment in support of a negotiated settlement.
