Brussels, 12/09/2012 (Agence Europe) - The European Parliament is calling for improved access to online audiovisual works (films, music, retransmission streaming) particularly outside of national territory and language limits. This appeal was made in a report by Jean-Marie Cavada (EPP, France) and adopted on Tuesday 11 September in plenary session. Although the cultural and creative sector is a source of enormous economic potential (around 2.5% of the EU's GDP), the main challenge in the distribution of online audiovisual works remains users' access and the attractiveness of legal audiovisual content. Illegal provision abounds and hampers investment in the sector. The text adopted therefore highlights the importance of legal and more diversified supply and supports more flexible release windows for users. Parliament is proposing the systematic use of ISAN standards for identifying audiovisual works, as well as a reduced rate of VAT for their online distribution in all member states. The legal use of audiovisual works could also be encouraged at a level of end users by facilitating payment by text and developing applications for other platforms. In a press release, Jean-Marie Cavada said, “the success of online audiovisual operations will certainly depend on the diversity of the range on offer but particularly its quality”. (IL/trans/fl)
