Brussels, 06/02/2012 (Agence Europe) - The European Parliament (EP) transport committee approved the report by Dominique Riquet (EPP, France) on Monday 6 February, which limits the scope of the delegated acts sought by the European Commission for the fast-tracking of the introduction of double-hulled vessels or modification of single-hulled ships. Modification is done by installing a second, internal, skin, which acts as a double hull, in order to prevent fuel spillage into the sea and serious pollution, in the event of the ship's colliding with another or running aground. The Commission is proposing to overhaul the regulation on double-hulled vessels and proposes that the changes be made by delegated act. In the report adopted by the transport committee, Riquet wants to limit this power granted to the Commission to five years, and establishes other conditions, such as a four-month period when the EP and Council can object to a delegated act. The rapporteur has a brief to negotiate with the Council on a first reading agreement. (MD/transl.rt)
