Brussels, 28/10/2011 (Agence Europe) - The last-minute amendment to Article 6.4 in the recast of the rail package has worried rail sector organisations - and others. The report by Debora Serrachiani (S&D, Italy) was adopted in the European parliamentary committee on 11 October. An amendment put down the pervious day by Belgian MEPs Mathieu Grosch (EPP) and Saïd El Khadraoui (S&D) was adopted by the relatively tight vote of 23 to 17, but is being challenged by the European Rail Freight Association (ERFA) and the European Rail Infrastructure Managers (EIM) both of which feel it totally destroys the spirit of the initial text. The text proposed by the Parliament banned the transfer of capital from the revenues of the infrastructure manager to other rail players; the amendment provides for reimbursement, including interest payment, to railway integrated holdings. This exception could, in point of fact, lead to all sorts of capital transfers. The amendment will be debated, too, at the Parliament plenary session in mid-November. (MD/transl.rt)
