Priorities of Belgian EU Presidency

Brussels, 01/07/2010 (Agence Europe) - The priorities of the Belgian presidency of the Council of Ministers for telecommunications will be limited to implementing the initiatives set out in the Digital Agenda recently adopted by the European Commission. The digital strategy aims to deploy high output, new generation networks giving access to citizens and businesses for online innovative services. This is an essential element of the EUROPE 2020 strategy and the presidency hopes, on the basis of the Commission proposal, to adopt the e-governance action plan 2015. The presidency will begin work on adoption of the radio-electric spectrum strategy, which aims at better spectrum management in Europe, also taking into account the importance of digital radio-TV broadcasting, cultural and linguistic diversity and medial pluralism. Also, the Council will, under Belgian EU Presidency, examine a new proposal for a regulation on security of the network and of information. This regulation will give ENISA, the European Network and Information Security Agency, a new mandate. The presidency will organise an exchange of views between member states to have Council conclusions adopted on broad band strategy. It is a question of reducing the digital cost by offering European citizens high output access by 2013, which means promoting deployment of new generation (optic fibre) networks as far as possible. An adequate balance should be reached between the promotion of investment in optical fibre and strong competition. Finally, the presidency will pay considerable attention to the Commission's interim report on price evaluation for mobile phone roaming, SMS and data transfer. New ceilings came into force on 1 July.
