Improve transposition and implementation of internal market legislation

Strasbourg, 10/03/2010 (Agence Europe) - On Tuesday 9 March, the European Parliament adopted two reports on the internal market: the first is by Ró¿a Gräfin von Thun Und Hohenstein (EPP, Poland) on the internal market scoreboard (EUROPE 10088) and the second is by Cristian Silviu Buºoi (ALDE, Romania) on the SOLVIT network extrajudicial regulation on internal market litigation.

In the first report, the EP urges the Commission to organise “an annual forum” to bring together the European institutions and the member states, “in an effort to boost transposition, application and execution of internal market legislation”. The EP is also asking it to, “examine new ways of getting rid of internal market barriers” through a compatibility test with the internal market for all new legislative proposals. In an effort to reduce the transposition deficit, the EP supports the idea of closely involving national parliaments and social partners throughout the process for implementing and transposing Community Law.

In connection with the SOLVIT network, MEPs point out that certain national centres are short of staff and that the number of cases resolved in 2008 fell. They are therefore calling all member states to, “increase staff at SOLVIT centres” and organise information campaigns by targeting specific groups such as SMEs. According to MEPs, the Commission should also set up a single Internet portal to promote the network (M.B.)
