The EU welcomed the high turnout despite the risk of attacks . EU High Representative Catherine Ashton said: 'The EU continues to support Iraq in its efforts to reconstruct the country and rebuild its political system, including its transition to democracy,' adding that the EU wanted a 'long-term partnership' with Iraq.
