15/07/2002 (Agence Europe) - Polish president Aleksander Kwasniewski is planning to unveil a draft law in September which, if adopted by parliament, will allow the government to declare a referendum on Poland joining the EU valid even if there is less than 50% turnout, according to a report in the Polish paper Rzeczpospolita. Such a law might be necessary given the general disillusion with the poor economy which could make a large proportion of the Polish population stay away from the referendum on joining the EU (scheduled for 2003) said Kwasniewski according to Rzeczpospolita. Only 46% of eligible Poles turned out for the general election in September 2002.
