07/12/2001 (Agence Europe) - Commissioner Vitorino has replied to a question posed by the Lista Bonino MEP Olivier Dupuis about the possibility of the EU promoting the issuing of visas to the "the damned of the earth", by saying that without prejudice to the measures under Title IV of the EC Treaty, Member States can taken common action based on Article 14, paragraph 3 of the treaty establishing the European Union and pledge to issue visas to individuals from third countries if they feel this would enable them to implement common foreign and security policy objectives. Mr Dupuis said that Mr Vitorino had again demonstrated that the Commission can answer EP questions in a detailed and clear manner and that by carefully and rigorously interpreting the Treaties it is possible to make great steps forward (although only case by case) unlike the Council's habit of refusing any dynamic interpretation unless they are forced to, like in the case of the black lists of politicians from Milosevic's government in the past.
