10/08/2001 (Agence Europe) - Th joint actions of the 20 July Council on the creation of a European Union Institute for Security Studies and a European Union Satellite Centre, both to be operational on 1 January 2002, were published in the Official Journal L 200 of 25 July (for the deliberations in Council, see EUROPE of 14 July, pages 3 and 4). The headquarters of the Institute and Centre remain in Paris and Torrejon (Spain) and, in both cases, the initial infrastructures will be supplied by WEU, they being bodies of the Western European Union that moves under the control o the EU. Regarding the Satellite Centre of Torrejon, the joint action comprises an article on Denmark's stance, which has an opt out regarding security, stipulating that this EU Member State has the right to second personnel to the Centre and to address requests that have no defence implications to the Secretary General/High Representative for CFSP.
