Brussels, 21/12/2000 (Agence Europe) - Thursday early evening, the Permanent Representatives Committee was still trying to resolve the main difficulty blocking the finalisation of the text of the Nice Treaty - the contradiction between the percentage of votes to which, as of 2005, should correspond the qualified majority in the Council (73.4% of the votes) and the figure of the blocking minority (91 votes).
