Brussels, 13/10/2009 (Agence Europe) - The EU Council of Ministers formally rejected without debate at the meeting of EU transport, telecoms and energy ministers, in Luxembourg on Friday 9 October, the amendments tabled by the European Parliament in the telecoms package adopted in second reading. This means that the conciliation procedure will now open between the Council and the EP. The European Parliament has already appointed a negotiating team (see EUROPE 9989). Close sources suggest that the European Commission suggested ways of ironing out the differences between the two parties over Amendment 138 (over not cutting off access to the internet without prior authorisation from the judicial authorities). The Commission suggestions aim to reassure member states that their powers over the internet would be respected. The conciliation procedure has been scheduled for November 2009 but negotiators are already at work behind the scenes, trying to reach a compromise. (I.L./transl.fl)
