Brussels, 13/07/2009 (Agence Europe) - The Council of Ministers of the European Union on Monday 13 July officially established, at first reading, the draft Community budget 2010. The Economy and Finance Council (ECOFIN) of last Friday was unable to establish the draft budget for next year, because the required quorum of ministers was not reached (EUROPE 9940). It is worth noting that the draft budget will be 137.94 billion euros in commitment appropriations and 120.52 billion in payment appropriations. Compared to the 2009 budget (adjusted by five rectifying budgets), the draft level for 2010 is up 1.09% (in commitments) and by 3.74% (in payments). This is a realistic and well-balanced budget, in line with budgetary discipline and correct financial management, the Council states. The next step in the procedure will be the first reading of the draft budget 2010 by the European Parliament, in October. (L.C./trans.fl)
