Compromise found on road package

Brussels, 24/03/2009 (Agence Europe) - After the second trilogue meeting on Tuesday 24 March, the European Parliament and the Council reached a compromise in second reading on the subject of the road package that is to harmonise conditions for access to the profession of haulier and for access to the road transport market (see EUROPE 9682). The agreement negotiated with the support of the Czech Council Presidency maintains the definition of “cabotage” as specified by the Transport Council in June 2008, this being limited to three consecutive operations within 7 days. Operations may also be carried out in transit member states as long as they are limited to one transport operation per member state crossed within a period of three days. It also reintroduces the 12-day rule into the current legislation. This rule allows coach drivers to postpone their compulsory rest periods by six days (to have a maximum of 12 days at work instead of the six currently allowed). The European Commission is expected, however, to present an impact study to show the impact that this derogation will have on road safety. At the level of national electronic registers, which were still being discussed on Tuesday, the agreement specifies their dates for entry into force and decides which information amongst the information kept on these registers should be made public and which should not (EUROPE will come back to this).
