Parliament urges Beijing to dialogue with Dalaï-Lama

Brussels, 12/03/2009 (Agence Europe) - In a common resolution by the EPP-ED, ALDE, UEN and Greens/EFA groups (adopted by 338 votes to 131 and 14 abstentions on Thursday 12 March) on the 50th anniversary of the Tibetan uprising and on dialogue between the Dalaï-Lama and the Chinese government, the European Parliament urges Beijing to consider the memorandum. The memorandum in question concerns real autonomy for the Tibetan people and was presented in November 2008 as a basis for discussion with a view to a positive change in Tibet in respect of the principles of the Chinese legislation and Constitution. The Council is asked to shed light on the stalled Chinese-Tibetan talks, and its presidency is asked to adopt, on the occasion of the 50th anniversary of the Dalaï-Lama's exile towards India, a declaration urging the Chinese authorities to open constructive dialogue for a comprehensive political agreement with reference to the memorandum. Condemning acts of violence on the part of demonstrators and the forces of law and order, the Parliament calls on the Chinese authorities to release persons held because of their involvement in a peaceful movement of protest and to provide information on the persons killed, who have disappeared or who are being held in detention. China is also called upon to ensure free access to Tibet for foreign media, human rights experts and independent observers. Finally, the Council Presidency is invited to add the Tibetan issue to the agenda of the General Affairs Council in order to examine how the EU can facilitate a solution for Tibet. Member states are invited to recognise the Tibetan government in exile as the legitimate representative of the Tibetan people should the Chinese authorities prevent resumption of talks. The Parliament calls on Council to appoint a special envoy responsible for fostering dialogue. (E.H./transl.jl)
