EAPN calls for enhanced anti-discrimination legislation

Brussels, 03/06/2008 (Agence Europe) - The European Anti-Poverty Network (EAPN) issued a press release on Monday 2 June 2008 expressing its support for enhanced legislation to combat discrimination in all areas of life and in all areas recognised by Article 13 of the Treaty. Obstacles in access to education, social protection, health and housing can be major factors of social exclusion, explains the EAPN press release, going on to call on the President of the European Commission, Jose Manuel Barroso, to 'put an end to the current hierarchy of rights, where some groups are not protected outside the employment field.' The European Parliament, the Social Platform and the overwhelming majority of respondents to the European Commission's consultation expressed support for expanded legislation and the EAPN therefore calls on the Commission not to miss this unique opportunity.

EPAN Director Fintan Farrell said 'There is a clear link between discrimination and poverty and enhanced anti-discrimination legislation is one of the essential commitments to reach the agreed objective to make a decisive impact on the eradication of poverty… New legal steps are needed to ensure that all grounds of discrimination recognised in the EU treaties are covered.'

In its press release, the EAPN notes that Jose Manuel Barroso said in 2004 that 'civil rights and an anti-discrimination approach will be top priorities for the Commission' and the Commission's 2008 work programme announced a directive covering all grounds. EAPN adds that 'any step back would be a major failure in the Commission's track record.'

A fortnight ago, EU Social Affairs, Employment and Equal Opportunities Commissioner Vladimir Spidla announced tangible legislation including a review of the European works council directive, initiatives concerning Article 13 of the Treaty (anti-discrimination, including a measure covering the disabled) and the free circulation of individuals in the European area (see EUROPE 9655).
