France gets rid of referendum obligation for ratifying future accessions

Brussels, 24/04/2008 (Agence Europe) - On 23 April, the French government adopted a draft constitutional revision which, if approved by parliament, will get rid of the obligation to submit any further EU enlargement to a referendum in France. This provision, introduced during a previous revision of the Constitution in 2005 at the request of Jacques Chirac, particularly targeted Turkey. In the future, the French president will again have the right to ratify new accessions either by referendum or a vote in the two houses of parliament. Nicolas Sarkozy, who is openly against Turkish accession, believes that the obligation to hold a referendum is too rigid a rule. On Wednesday the government spokesperson said a case-by-case system should be adopted and therefore, “depending on the circumstances”, the head of state could call on parliament to give its opinion or put it to a referendum.
