03/12/2007 (Agence Europe) - The Parliamentary Assembly of the Council of Europe (PACE) will take position, during its plenary session to be held from 21 to 25 January 2008, on the report by the Swiss member Dick Marty, on the procedures for the inclusion on the blacklists of the UN and the EU of people and groups suspected of having links with terrorism. The PACE committee on legal questions approved this report on 12 November, taking the view that the procedures used by the United Nations Security Council and the Council of the EU to draw up these lists were “totally arbitrary and lacking in any credibility”, and that as a result, these procedures should be revised as a matter of urgency, for reasons of fairness. There are currently around 370 people in the world whose assets have been frozen and who cannot travel anywhere due to their inclusion on the UN list, and around 60 entities are included on the EU's blacklist. According to the draft resolution, these sanctions can be imposed “on the basis of nothing more than suspicion”. (B.C.)
