Strasbourg, 23/10/2007 (Agence Europe) - On Monday 22 October, the European Commission confirmed that it would be postponing adoption of the package of 'green' measures to share out among the EU27 the task of achieving the targets decided upon by the March 2007 European Council for cutting CO2 emissions, reducing the carbon footprint and developing renewable energy. Initially scheduled for 5 December 2007, the measures will not now be adopted until January 2008. Barbara Helfferich, spokesperson for EU Environment Commissioner Stavros Dimas, said 5 December was too soon for such a complex issue. Ferran Tarradellas, spokesperson for EU Energy Commissioner Andris Piebalgs, said the Commission was also waiting to see what happened at the UN conference on climate change in Bali in December, which is due to mark the start of talks on an international agreement to follow on from the Kyoto Protocol when it runs out in 2012. In March 2007, EU heads of state agreed to cut EU greenhouse gas emissions by at least 20% by 2020 compared with the 1990 figures. In order to achieve this target, the European Council decided on a 20% target for the share of the EU's total primary energy consumption being provided from renewable energy sources. The Commission has to come up with a fair division of labour among the member states to achieve the two targets. It will also be unveiling proposals on how to reach the 10% target for the use of biofuel in transport in each EU member state and a proposed review of the EU's emissions quota trading system (carbon trading system).
