Brussels, 28/06/2007 (Agence Europe) - On 27 June the Parliamentary Assembly of the Council of Europe gave its broad support to the conclusions of the report by Dick Marty (Switzerland) on illegal CIA activities in Europe (EUROPE 9442). PACE indicated in a press release that it has now been established with a high degree of probability that secret CIA supervised detention centres have existed for years in Poland and Romania. Parliamentarians insisted that European governments exert control over foreign military intelligence services operating on their territory. They note that certain countries invoke national security or “state secrets” to block investigations into serious human rights violations perpetrated by their agents. To date only Bosnia-Herzegovina and Canada, which have observer status at the Council of Europe, have fully recognised their responsibilities in connection to illegal transfers of prisoners. Parliamentarians have urged NATO to publish additional authorisation elements dating back to 4 October 2001, which gave authorisation to US anti-terrorist operations in Europe.
