Poland threatens to block Partnership and Cooperation deal being brokered with Russia

Brussels, 10/11/2006 (Agence Europe) - At the General Affairs and External Relations Council in Brussels on Monday (see related article), negotiations over the negotiating mandates for the EU-Russia Partnership and Cooperation Agreement (PCA), which have to be decided by unanimous voting before the EU-Russia Summit in Helsinki on 24 November, are expected to be heated.
