Brussels, 27/10/2006 (Agence Europe) - Spain has failed to conclude investigations into the dramatic events of September 2005, which cost the lives of 13 migrants, the majority of whom were shot, and injured several hundred others in the Spanish enclaves of Ceuta and Melilla, Amnesty International (AI) claimed on Thursday. AI's new report, based on victims' testimonies, concludes that there has been “no progress” in terms of independent investigations, preventive measures and disciplinary action. In July 2006, three more migrants were killed and Amnesty considers that the Spanish Ministry of the Interior has failed to provide promised information on these and on the previous deaths. AI expresses its serious concern over allegations that the Spanish civil guard used excessive force, including the use of firearms, when confronting migrants and asylum seekers. It urges the EU to ensure that Spain carries out an impartial investigation on the use of force by law enforcement officials and that adequate human rights provisions are inserted into any EU-Morocco readmission agreement.
