Brussels, 28/07/2006 (Agence Europe) - The forthcoming German Presidency of the Council of the EU, in the first half of 2007, must work on a “real re-direction” of European politics to overcome the “crisis of acceptance” in which the EU finds itself with its citizens, says the Minister-President of Bavaria Edmund Stoiber, who is also President of the CSU, one of the three partners in Angela Merkel's grand coalition.. Speaking to the press in Brussels on Thursday (see related article), Mr Stoiber launched four key issues to “win back the confidence of the citizens”: de-regulation and simplification of European legislation; the reduction of administrative costs; the debate on the EU's external borders; definition of the EU response to the challenges of globalisation. He also called for the implementation ahead of time of the “early warning system” on subsidiarity provided for in the Constitutional Treaty, no matter what happens to the Constitution. This system will allow national parliaments to insist on the re-assessment of draft legislation. The Commission has already agreed voluntarily to send all legislative proposals directly to national parliaments, to enable them to react in time. It is important that the German Presidency ensures that this commitment is respected, stressed Mr Stoiber.
